Chairman - Capital of Paradise Mr Ricardo Alfred is a marine engineer specializing in shipbuilding and maintenance. He possesses a Masters in Port and Maritime Management and has over 20 years of experience in the local and international maritime industry. Mr Alfred is a government-appointed Maritime Surveyor and Engineering Examiner and also holds the position of Director at the Titan Marine Engineering and Survey Company and the Tobago Sea School. He is also a registered farmer and owns an agricultural vegetable and livestock supply company “TOBAGROW”. Mr Alfred’s passion is to create a thriving marine and agricultural industry in Tobago.

Andre Cowan
Deputy Chairman- Security Services Andre Cowan is a well-known family and businessman with more than thirty years working experience in the airport industry, where he recently retired as the Duty Manager of the Airport Authority of Trinidad and Tobago. His training and experience extends from Law Enforcement all the way to Civil Aviation and Crisis Management, infused with qualifications in Airport Management, Occupational Health and Safety and Security Supervisory and Industrial Relations. Mr Cowan is very involved in the community and his determination, no-nonsense attitude and eye for quality, has ensured his success as a true businessman in Tobago.



Keith George
Director -Livestock Production Mr. Keith George brings to the TADCO family forty (40) years of professional experience from both the private and public sectors. Following seven (7) years' experience at Republic Bank, Tobago Branch, he went on to broaden his professional achievements in the Public Sector with approximately 33 years meritorious service. Mr. George served in several positions in the Division of Food Security, Natural Resources, the Environment and Sustainable Development including: Technical Officer, Senior Agricultural Officer II, Principal of Kendal Farm School, Agricultural Officer with responsibility for Mechanical and Engineering Services, Extension Services and Livestock Development.
Mr. George is a Livestock Specialist Scientist and is currently reading for the PhD in Livestock Science Degree with the University of The West Indies, St Augustine campus. Mr. George holds a MSc Degree in Livestock Science from the UWI, BSc Degree in Agriculture with Specialization in Tropical Animal Production from Larenstein College, Netherlands, Diploma in Agriculture from ECIAF/UTT, Diploma in Tropical Animal Production from Larenstein college, Netherlands, Certificate in Hair Sheep Production and Reproduction from de Universidad Autonoma, Mexico, Certificate in Food Systems from Wageningen University, Netherlands; Certificate in Project Management from UWI Open Campus and a Diploma in Language.



Hollis Walker
Director - Capital of Paradise Mr Hollis Walker is an outboard technician who owns and operates Walker's Marine Services. With just about twenty years' experience in the field, he goes beyond simply the repair of engines. He guides boat owners on how to care for their vessels and machines. He also teaches them simple fixes in case they come into difficulty while at sea. Some locals have come to refer to him as the "boat doctor". Mr Walker is a marine conservationist and as a game fisherman himself, ever so often fishing commercially, he has a keen understanding of the all-round life and needs of a fisherman. Mr Walker also tutors the Small Boat Engine Repair Class held by the Division of Community Development, Youth Development and Sport.



Bindley Benjamin
Director - Corporate Services Bindley Benjamin is a distinguished public servant who has served in various capacities within the Division of Tourism including Manager and Deputy Director of Tourism. He has also held positions in the Accounting and Auditing units within the Tobago House of Assembly and the Office of the Prime Minister. He has been trained in all aspects of the Government's Financial Rules and Regulations, Central Board Regulations, Project Management, Industrial Relations and Fraud/Forensic Auditing. Mr Benjamin has a very strong cultural upbringing which has morphed into a folk singer, dancer, songwriter and international performer. Event production is another talent of Mr Benjamin's and he has produced events like the Tobago Heritage Festival, the Blue Food Festival and the 1999 Miss Universe Heritage Jamboree in Tobago.



Bernadette Quashie
Director - Industrial Relations & Human Resources Ms Bernadette Quashie is an Industrial Relations specialist with years of experience in the labour industry. She has certification in Industrial Relations and has enjoyed a classical public sector and industrial relations career that has included key positions such as Labour Relations Officer and Negotiator II within the National Union of Government and Federated Workers and the Tobago Regional Health Authority. She has the accolade of successfully winning over 40 matters for workers.



Anthony Christmas
Director - Finance Mr Anthnoy Christmas is an experienced finance and senior management consultant with years of service in the public and private sector. He is a graduate of the University of Toronto with a Bachelor of Commerce and also holds a Master in Business Administration from Durham University. Mr Christmas was an associate lecturer for several years at the Arthur Lok Jack Graduate School of Business and taught extra-mural classes at the University of West Indies. He has served on various State Boards and Cabinet-appointed committees.



Kevon Mc Kenna
Director - Marketing Mr. Kevon Mc Kenna hails from the Electoral District of Scarborough/Mt Grace and has grown exponentially in personal, professional, and skills-based capacities.
In due course of his travel, studies, and knowledge gathering, he has attained qualifications such as an MBA in Marketing Management, A Master of Arts in Carnival Studies, as well as a professional certificate in Event Management and Coordination.
Mr. Mc Kenna is a driven, tenacious, and assertive individual that possesses the skills that many organizations would consider to be valued assets. Such qualities are synonymous with the competitive edge required to thrive in industries such as Culture, Arts, Tourism, and Marketing.
As a result of his drive for excellence, and his quest to become a main industry actor in Tobago, and by extension Trinidad and Tobago, he has participated in and even spearheaded many initiatives and creative opportunities which have since come to fruition in the public space over the years.
Most recently, Mr. Mc Kenna was appointed as Director of Marketing on the Board of Directors for the Tobago Agribusiness Development Company Limited (TADCO) where he will provide strategic direction in the area of promotion and advertising towards an end of driving sales and boosting brand awareness for the company.



Dedan Daniel
Director - Processing Dedan V. Daniel, is a Business Development, Turnaround Management Specialist and Contributor bringing his vast experience in various professional roles. He currently serves as Board Chairman of the Tobago Reforestation and Watershed Management Programme -TRWRP. in Prior roles, he served as President of Tobago Agricultural Society, C.E.O of a special purpose State Enterprise -HCDFCL), a Head of Operations at ExporTT and Adjunct Lecturer in Marketing, Entrepreneurship and Finance with several tertiary Institutions. Dedan is also the Owner and Managing Director of VDC Limited a Food Service Company and IMG Ventures which offers Business Advisory and Financing Solutions to small businesses.
A self-described seeker of knowledge, experiences, and adventure he pursued his Executive M.B.A and later Post M.B.A. at Arthur Lok Jack Graduate School of Business. He also the holder of a Post Graduate Diploma in Technology Management & Entrepreneurship and a Bachelor of Business Administration Double Specialising in Marketing & International Business with a minor in Finance from the University of New Brunswick, Canada. He also studied Music and Theology and is the holder of Professional Certificates in Event Management and Project Management from UWI and School of Business and Computer Science, respectively.



Abi Gay-Warner
Secretary Often referred to as hospitable, Abi Gay-Warner has always been accommodating to her friends and colleagues in her personal and professional life. At the tender age of nineteen years old, Mrs. Gay-Warner entered the banking sector as a Customer Services Representatives and has later elevated into the position of Personal Assistant to the Secretary, Division of Food Security, Natural Resource the Environment and Sustainable Development (DFSNRESD), Tobago House of Assembly, the position she currently holds.
Spending approximately ten years in Republic Bank Limited, Mrs. Gay-Warner grew her service experience interacting with people from all walks of life, treating with their business needs as it arose. Operating at her highest competency levels, she is always energized by challenges and driven by her authentic desire to serve others.
